Revised RMCDA

This version is being released to address several issues pointed out through peer-review. We have significantly enhanced the extent of coverage of MCDA methods in this version and have also added several test units. We have also noted and addressed the faulty links. This version adds two new methods in addition to the ones introduced in version 2:

I. CILOS
II. MAUT
