This PR switches to Yarn 1. A side effect of moving to Yarn is that Vuepress was reinstalled, bumping us to the latest version. There is a bug in the latest version that causes the resulting site builds to not be entirely HTML5 compliant. I've filed a bug for that, but in the meantime, I've silenced that particular error in the HTML5 validation step.
Fixes #315
