The parameter "pp=" is attached to the URL.
It seems that whether parameters are given or not varies depending on the account.
I could only find one out of the four accounts I have.
I can confirm this when redirecting from a URL in the "youtu.be" format that you get with the option to specify the time and copy the URL.
In my case, the issue URL transitions to the following URL.
"https://www.youtube.com/watch?v=pNUJrK4UmXk&t=32s&pp=2AEgkAIB"
