Device Hub 6.6 Post Release 7

Move device drivers from separate assemblies into the DH executable.
Reduce disconnect delays due to garbage collection.
Add startup and shutdown logging from LocalServer per ASCOM 6.6 template.
Fix minor bug in logging of empty SupportedActions property.
