Fixed mobile nav.
Issues on FireFox mostly resolved.
New hamburger with animation.
Fixed header stays while page slides.

New site

PARTs 3492 has had about 3 sites over the years. This is our newest and current, to be maintained for the long run. Though this code had been running for a while on our server, I feel that it is finally out of beta. I am calling this V1, with point releases as necessary.
