Update Composer Dependencies to fix Fatal Error #3616

Description of the Change

This bumps up the platform to 7.4 - which is now the minimum supported version for WordPress as well: https://en-au.wordpress.org/about/requirements/

Closes #3615

How to test the Change

N/A - just updated a few dependencies.

Thanks for opening the PR @junaidbhura but unfortunately we can't update that yet.

As stated on that page you linked: WordPress also works with PHP 7.0+, and that was updated in WP 6.3, and ElasticPress minimum WP version is still 5.6. Also, our minimum PHP required version is 7.0.

That said, we are planning to update the minimum PHP version to 7.4 when we release ElasticPress 5.0 in the next few months. Until then we'll have to find an alternative solution to the problem outlined in #3615.
