Projects don't open if nuget Ice package isn't installed #3

zeroc.icebuilder.msbuild.cpp.targets(41,26): A numeric comparison was attempted on 
"$(IceIntVersion)" that evaluates to "" instead of a number, in condition 
"'$(IceCppMapping)' == 'cpp11' and '$(IceIntVersion)' >= '30700' and 
'$(VisualStudioVersion)' >= '14.0'".
