execute external mp3/wav alert audio file

Hello again! We have been using EAS to Aprs successfully for almost 2 years now and worked as planned here in Mexico City. Now a days people using aprs has decreased a lot since new radios doesn't have this function any more, so I have been thinking about still using the aprs function and in parallel execute a Mp3 audio when the alert from national seismic institute is activated.

Is it possible to execute/run a .sh/.bat file in order to play an mp3/wav file to alert people without Aprs capability not their radios?

the main idea is:
receive alert/ decode/ transmit 1) aprs text and in parallel 2) execute an audio file (voice) to alert thru a repeater.
