Make respol compute discriminant polytopes.

Currently this can be done with tropli available from https://sites.google.com/site/feliper84/tropli and I/O with files. So the user has to obtain tropli binary or compile it with LEDA which is not an open source project.

The goal of this issue is to include tropli in respol codebase and remove LEDA requirement.
