No sanity checks

We need sanity checks for inputs from user
Sanity checks for filtering session submission

and other checks so that the state of database is always consistent.

We have partial checks in place now.
But another critical thing is we can't let a user create a proposal clashing with a slot that he has already filled in (either as a mentor or as a mentee)
