Handle consecutive Twitter stories

I think it would be better if we prevent Scoops from picking the same story for Twitter as the previous day. We've had a bunch of two-in-a-rows recently, and even with 100 stories it's going to keep happening. Maybe even a week 'cooldown' on stories just to look less like a bot on first appearance?
