I make no claim to the copyright of this software and have no control over its licensing. Versions 1.5 and later were released under a non-commercial license (see COPYRIGHT).
Versions prior to 1.5 were released to the public domain (according to their README files). If you want to fork this repo and make changes to the source code 
(which I have not done here), you have to notify the NCSA at httpd@ncsa.uiuc.edu and notify the users that it is a derivative work.
