PDF TOC doesn't go as deep when built on dogbert vs. benson #168

Some discrepancy in docutils or TeX installations causes manuals generated on dogbert to have a shallower (ergo, worse) table of contents than when built on benson.

Switched to Sphinx with r3485 and r3494. This issue epydoc no longer applies.
