Comment (Include rationale for comment): Election has the property ElectionScope for associating an election with a geopolitical geography (GpUnit). However, an attribute of GpUnit, ReportingUnitType is required, and nothing will really apply but other.
Suggested Change: Look at ReportingUnitType from Election Results Reporting CDF and reincorporate some (TBD) enumeration values.
