I am able to successfully retrieve test vectors for RSA signature generation with SHA-1. Isn't that contradictory to SP800-131A?

ECDSA siggen with SHA-1 is disabled and I cannot obtain test vectors.

It seems like you are correct. It was likely left in by mistake. This may impact some validations so we will need to take some time to determine the proper course of action.
