update dust settings in the RT suite to be similar to the upcoming p8c.
add the parameter fscav_aero to the coupled regression tests ensuring that the wet scavenging of aerosols is tested when changes in the physics suite occurs.
Solution
Update the settings to be more inline with the P8c settings. Dust fix is only in the input settings and doesn't change any code within the GOCART scheme.
Alternatives
We can just use what we have although it may not produce reasonable results for dust and will not test the scavenging except in the control_atm_aerosols RT
