Add MPAS regridding support to smoke/dust SRW preprocessor

GSL would like MPAS regridding support added to the smoke/dust SRW preprocessor. The first target grid is for North America (15-kilometer). We have explored current regridding options for MPAS grids and could foresee a combination of pyremap (https://github.com/MPAS-Dev/pyremap) and ESMF being used in the preprocessor. Ideally, the capability will run in parallel with both in-memory and from-file regridding options. The eventual goal is to support variable resolution MPAS grids. In addition, fixed file inputs for smoke/dust (e.g., RAVE, veg_map.nc) should also be regridded to the MPAS destination.
