List required data sets and packages at beginning of each chapter

Students frequently ask that we list required data sets and packages at the beginning of each chapter, so that they can start downloading them before the lecturer gets to the examples where they're needed.

Chapters 14 and 15 already list these. We should do it for the other chapters (or from 4 onwards).
