extend hardware queues with individual clocks per port

In the current implementation of hardware queues, both in-going and out-going ports work with the same clock. The implementation should be adjusted, so that different clocks can be used for the ports and the hardware queue can be used to cross between clock domains of the boards processor interface and the instantiated ip core
