Travis CLI tool will always disregard login if the environment variable is set. This is causing some issues when users want to use their login but need to have the TRAVIS_TOKEN set.

Hello, there. Could you elaborate on the problem in this way:

  1. When I run command X (with env var set as Y=Z, say)
  2. I expected A to happen, but
  3. Actually B happened

I see the PR, but it doesn't quite convey the problem you are trying to solve.
