UAV blocks startup on Windows 8 dev preview if not run as admin

If you workaround #1175 by manually finding the run-tilemill.bat double clicking to start still does not work.

Running the command from the console directly does work:

cd c:\Program Files (x86)\TileMill
platforms\windows\run-tilemill.bat

But when run via a user double click, t seems that the bat runs but tilemill only partially starts before exiting in silent error. This is different than Win7. On Win7 the latest installer now works without needing Admin.

In the case of win8, sometimes the logs show partial server start and the console windows stays open (after minimizing). Sometimes the console window immediately closes.

Running from the command line works just fine.

It appears that the default UAV controls must be suppressing an error and silencing the process. Running the .bat as an admin gives some evidence of this with a pop up of:

New build of 0.9.0 does not seem to suffer from this anymore: https://github.com/downloads/mapbox/tilemill/TileMill-0.9.0-Setup~1.exe.
