2014-04-03 historical Regs have the wrong date

#108 is fixed, but I'm not sure we have the right historical version in place for 2014-04-03.

I indeed started compiling that version, but never finished. I will put this on my todo list for the next 2 weeks.

Afaik, the history is no longer hosted on GitHub. Would the WST manually upload the files to S3?

Btw, we have this PR ready to be merged (add 2024 and 2025 + other fixes): #10480. This one is a duplicate but doesn't have the 2025 version.

Following a suggestion from @Nevseros, I ran a diff between the file in the Wayback Machine and in the WCA website.

The only difference is the date (ignoring the fact that the Wayback Machine also changes the URLs to external sites to point to their site).
