Expected Behavior

Our HTTP 5xx static error pages should actually be used

Current Behavior

If I recall correctly they aren't actually

Possible Solution

probably something slightly wrong in our Caddy setup

Steps to Reproduce (for bugs)

My best idea right now is:

Change source on staging so that it throws an error at a high level
Try accessing staging and see if the static error page shows
