Deploy ethereum-contracts@v1.12.1

Changes

• SimpleForwarder, which was added in v1.12.0, was re-deployed because it was defunct (leading to batch calls using OPERATION_TYPE_SIMPLE_FORWARD_CALL to not work).
• Instances of SuperfluidPool now have ERC20 metadata (name, symbol and decimals). For new pools, it can be customized by the deployer.

Network Roll-out

The upgrade is rolled out to all networks.

• run deploy-framework.js: deploys everything, creates multisig action for gov.updateContracts
• fork testing: simulate execution of the pending gov action, smoke test, change specific checks
• verify new contracts on their primary explorer and sourcify
• governance multisig approval: executes the protocol update
