App secrets could be things we inject on app start

jwt secret? (probably not b/c we couldn't keep this in sync easily)

User secrets could be whatever the user wants.

Workflow note:
supabase db reset would clear user secrets but not app secrets

Work to be considered after the pgsodium dependency is removed
