Show location-restricted PDFs in the contents list even for non-authorized users

Now that we're authorizing on a per-file basis, we can show the location-restricted banner for individual PDFs in a multi-PDF item. Currently, non-authorized users do not see location-restricted files in the contents list.

Examples on stage:

• all files are restricted
• 3 files, world/world, stanford/stanford, location/location - the location/location files don't appear
• files have every possible rights combination, including where download=none

We should change the display to start showing the location-restricted PDFs.
