The recently added upgrade CLI notification has wording that is misleading. The notification says "we recommend being on the latest version", but the reality is that the upgrade is required, and no functionality work unless the CLI is updated.

That should be made explicit.

Suggestion:

Stripe for VS Code requires a newer version of the Stripe CLI. Please update your Stripe CLI to the newest version + Read instructions on how yo upgrade button
