The reason why it's not done currently is because the "Global Working Directory" is intended to be more global than each console working directory: see for example the option page in Preferences to see the impact of changing this directory location each time a console has focus. As it is implemented, I think that it would add more confusion than anything.
Or we could change the whole concept of the Global Working Directory and the associated options in Preferences, but that's another story.

If several consoles point to different cwd's, then it'll be great to see the working directory plugin updated when changing focus between them.
This will let users to identify more easily each console, if they are developing different things on different consoles.
