The idea is to pass the right arguments to subprocess.Popen here

https://github.com/spyder-ide/spyder-notebook/blob/master/spyder_notebook/utils/nbopen.py#L57

to avoid showing cmd.exe windows when starting new servers.

@dalthviz, please take a look at sympy/sympy#12391 to see how to fix it.
