提取 spm-client

现在的 spm 安装时非常大，但是有些工具只需要用到 install 或 publish，所以可以考虑抽出和 yuan 交互的 API ，但不提供命令行。

具体场景为自定义的构建工具也需要 install 依赖，如果安装 spm 就太大了。

我觉得应该暴露和命令行类似的 API ，这个某些 API 有点底层了。
