Configuration, Code and Test Quality Improvements!

This release bumps the default version of Consul to 0.3.1. It adds expanded ChefSpec coverage for the consul::ui and consul::_service recipes. It also cleans up a lot of the existing tests as well as bumping several test/development dependencies. The major addition here is thanks to @romesh-mccullough adding the bind_interface, advertise_interface and client_interface configuration attributes.

This release includes a recipe for installing the Consul UI thanks to @bdotdub and README updates from various contributors!
