PORTAGE_BINHOST Support for Stage4 Packages #9

Actual robust PORTAGE_BINHOST support would make this script very fast.

There likely needs to be an array set for binhost mirrors added manually, or sourced from a list/csv, and if the variable is unset/null, then no PORTAGE_BINHOST is written.

https://gentoo.osuosl.org/experimental/amd64/binpkg/default/linux/17.1/x86-64/ seems to be the one recommended by #gentoo-binhost on LiberaChat, and it appears to have all the packages the script requires (and more) with no unique USE flags.
