cargo shuttle deployment list shows the historical list of deployments and their states.

If a user runs project rm while a deployment is happening, maybe while the deployment is in the building state, the build is interrupted (because the environment is destroyed). Upon running project new again, the environment is reinitialised. But running deployment list will show the interrupted deployments in their last known state, in this case, building.

This leads people into thinking the build is still ongoing, where in fact the deployment is really in cancelled state.
