Is your feature request related to a problem? Please describe.

Currently, it's possible to have a downlevel version of the Senzing Api Server running with the current version of the Senzing API. Same with an incompatible senzing_governor.py

Describe the solution you'd like

It would be nice to have a diagnostic script to determine if Senzing and all of the Senzing supporting programs are at compatible version.
