[Feature Request] Send Requests to Different Instances Based On User

Description

I would like to be able to set default instance on a user. This instance cannot be changed by the user but only by the admin.

Desired Behavior

The admin can set a default instance on the user settings.
It cannot be overridden by the user but only by the admin
