Allow users to submit an issue for requested content

Description

Currently issues can only be submitted for available content. Sometimes there's an issue downloading a file, and it would be good for users to submit an issue if they suspect a requested item is "stuck".

Desired Behavior

Allow users to submit an issue for requested content, similar to how issues are handled for available content
