Add "Last Comment by" to the Issues List View

Description

When I'm on the Issues page, it's hard to determine which issues need my attention and which issues I've already responded to and awaiting a response from the reporter.

Desired Behavior

Instead of having the "Opened X mins ago by user123" Maybe have something like this:

Additional Context

To be honest, any way would be fine as long as I could tell if I've responded to the issue or not, because having 61TB of content, I get quite a few issues and gratefully my users utilize the report issue function.
