Add ability to set global request limit every hour / minute

Description

A lot of services (indexers) limit requests so often that setting a global request limit for a day is not sufficient rate limiting.

Desired Behavior

What I want to happen in my use case is to be able to set a global request limit of 1 movies and 1 series every 15 minutes.
