Lock options so user cant change them. (Name, Quality Profile, Location)

Description

I get annoyed and frustrated when users change their name from what I set it as, makes it harder for me to tell who made the request. Same for Quality Profile. I have a default set and don't want them to make changes. Same for location.

Desired Behavior

I would like

• Option to lock user names, if checked then users cant change their name.
• Option to lock quality profiles on a global level and user base override if I want to allow some people to change it. (Perfer to hide the option all together if locked)
• Option to lock location selection on a global level and user base override like above and hide if locked.

No needed to show them options they cant select.
