As developers we would like to refactor the sample sheet creation library so we can deploy future versions of SMRT Link more quickly than we do now.

Currently we can turn around a major version in 2 working weeks. I would like to halve that.

Acceptance criteria

Consider if these features can be featured flagged to decouple testing and deployment.
To be considered successful the solution must allow:

• move pacbio_sample_sheet to use configuration to simplify things so everything is using the same process
• remove the parsers and fixtures for the new style sample sheet to make it more transparent
• find a way to tidy up the way we deal with tagged / untagged samples and make it more transparent
• tidy up the usage of data_structure_builder
• create a process diagram for how it works and add to the smrt link versioning documentation
