there are several marked todo and/or clearly out of date items in the Hyrax::FileSet yard annotations. see: https://www.rubydoc.info/github/samvera/hyrax/Hyrax/FileSet

Update the top level documentation for that class with the goal of ensuring developers can understand how Works, FileSets, and file uploads/FileMetadata interact using Valkyrie models.
