[pg] No permission to view a file I deposited

Descriptive summary

On nurax-pg, if I attempt to view a file within a work I submitted, I get taken back to the homepage with the flash message You are not authorized to access this page. nurax-dev does not exhibit this behavior.

Provide the rationale or user story that describes "why" this issue should be addressed. Especially if this is a new feature or significant change to the existing implementation.

Expected behavior

User can view, edit, and delete files they uploaded into works they created

Actual behavior

You are not authorized to access this page.

Steps to reproduce the behavior

1. Log into nurax-pg
2. Create a work
3. Attempt to navigate into the file on that work
