Description
The RFC process was replaced with Enhancement Proposal process, first mentioned here: saltstack/salt-enhancement-proposals#1 (comment)

there is also the sub-dir of salt/rfcs that needs to be archived or deprecated, unsure what process we may follow exactly - but like this needs clean up since the start of the SEP process that replaced the RFC process: https://github.com/saltstack/salt/tree/master/rfcs
