As reported on this mailinglist post, I was hoping that salt-master would automatically restart when a config file changes there.

it does restart whenever master config changed, see https://github.com/saltstack-formulas/salt-formula/blob/master/salt/master.sls#L14

@tiger-seo with slightly better understanding I think my complaint is more about salt than the formula. The problem is that I want another unrelated state to cause salt-master to restart (see the post I linked to). Is that even possible?

presumably yes, do read manual regarding service state, pay attention to watch
