Is Encore a requirement?

I usually use Webpack on its own.

As Encore is only a config wrapper for Webpack I assume I can use the extension as long as I configure Webpack to create the manifest in a way and at a place the extension finds it.

Right?

I would say no, because of the requirement of the entrypoints.json which is Encore specific.
