Add the ROS distro version above the fold

With #1150 we have the new versioning tabs which are moderately small and compact, but that makes it hard to tell what version you're looking at. Having a subtitle or other content at the top to know what version you're looking at at the top would be valuable. It could likely go in as a subtitle under ros2_documentation or elsewhere near the top of the left menu.
