Allow configuration of a separate Redis database for metrics collection

When using Redis to store time series metrics with Smart Cache, those metrics cannot be accessed when Redis becomes unavailable.
It should be possibile to separate these concerns. This means being able to configure a separate Redis server for metrics collection so that the library’s behavior can still be observed even if the Redis server acting as the the cache becomes unavailable.
