When updating the user attributes or the policy attributes they are not taken into consideration if the resource already exists #205

In the provider for user or policy there is an unless in the set action, so if I want to update some attribute for a user, this won't happen. I probably have to clear that user or that policy first, but it would be more natural to have an update action.

I can provide a pull request on this, but I don't have time for the next 2 weeks. In addition, I am pretty new to chef
