Bug: qlty format - essential container in task exited

What happened?

• User clicked the "reformat" button in the UI on a failed lint.
• User then clicked "rebuild with debug" which led to the Application error.
• It's worth nothing that there's also a successful build for this same commit (here); so it's unclear why the qlty format status shows the essential container in task exited error

What did you expect to happen?

Rebuild with debug should route to successful build page, and format status should no longer display error
