Low level pulse access is being phased out of qiskit. Our current plan is to pin the compatible version qiskit for users who want to use pulse and Backend (pulse, and the related elements of the backend objects will no longer be present after 2.0). Going forward, no backends will contain a Hamiltonian description or the related information necessary to fully instantiate a DynamicsBackend, and as such the from_backend method no longer serves any purpose.
